Cleura powers the hub that supports Blekinge Region's digital healthcare infrastructure
To strengthen the flow of information within healthcare and social services, Region Blekinge has introduced a regional service platform that connects different business systems. The platform, which is operated and monitored by Cleura, is the hub of the region's digital healthcare infrastructure.

The Blekinge Region is responsible for healthcare, public health, regional growth, infrastructure, public transport, culture, and education in Blekinge. With a vision of creating the best living environment for sustainable growth and good health, the region's more than 5,000 employees handle most of the healthcare, public health, dental care, local transport, maternity care, and much more in the county on a daily basis.

Like many other social services, Region Blekinge's operations are characterized by extensive digitization. The goal is to streamline services and thereby offer residents even better services.

A modern platform with a focus on employees

An important prerequisite for this is the ability to securely and efficiently manage and exchange information within healthcare and social services between different systems. Like other regions, Region Blekinge uses the national service platform provided by Inera. To further improve communication and information flows within the organization, Region Blekinge decided to also introduce a regional service platform. The regional service platform is intended to serve as a central hub for all services and applications that are to be integrated into the healthcare and social services organization.

The regional service platform acts as a digital switchboard that connects different business systems. It keeps track of where information is located and ensures that only authorized systems can retrieve, modify, or send data.

When healthcare professionals need patient information from other healthcare providers, they can make a request via the platform. The platform automatically ensures that the information ends up in the right system. The same applies when information needs to be sent, for example when referring a patient. The sender does not need to know the exact recipient system, as this is handled by the platform.

Cleura's expertise crucial

After a thorough requirements analysis, it was concluded that the most advantageous solution was to procure the service platform as a service. Cleura was selected and tasked with operating and monitoring Region Blekinge's service platform.

The regional service platform packaged and operated by Cleura is based on Inera's SKLTP – a shared technical infrastructure built on open source code that enables efficient collaboration and information exchange across organizational boundaries within healthcare and social services.

Operated in redundant, robust data centers in Sweden

In 2024, implementation of the regional service platform began, and the first systems were put into operation in the same year.

The service platform is operated and monitored by Cleura in redundant data centers with a direct connection to Region Blekinge's IT infrastructure.

– It is crucial that all data is handled within Sweden and in accordance with applicable data legislation. Cleura's robust solutions and deep understanding of regulations have been very important to us, says Per Stenfelt.

The collaboration with Cleura has been smooth and productive.

– Cleura not only has deep technical expertise, but also a thorough understanding of the service platform's functions and Inera's other systems. This makes them an important advisor when we build integrations with the platform. We particularly appreciate being able to talk technology with other techies., says Karl Majlinger, system developer at Region Blekinge.

More and more systems and functions are now being connected to the service platform. The next step is the introduction of the new Cosmic journal system, where all data will be managed via the regional service platform.

– We use the regional service platform as a basis for continuously developing our range of services for the region's residents, says Per Stenfelt.

Faster deployment and improved testing capabilities are some of the business benefits

The introduction of the platform has brought several concrete benefits for Region Blekinge.

– We have become significantly faster. When the region requests a new feature, we can quickly implement the change. The same applies to the introduction of new systems – they can be quickly connected via the service platform, notes Karl Majlinger.

He also highlights improved troubleshooting and testing capabilities as key benefits.

– Throughout the entire process, we have worked closely with Cleura, and it feels reassuring to know that they are always available for advice and support. They are truly a proactive partner that puts us, the customer, at the center. In addition to providing excellent service, Per Stenfelt concludes.
